自衛隊とイギリス軍の階級別構成に関する若干の検討
イギリス軍の各軍の士官とそれ以外の人数と割合です。

自衛隊の場合はこんな感じです。

(a)は各軍合計を母数とした階級別の割合、(b)は全軍を母数とした各軍の割合。
各軍の人員構成は、日英とも陸海空で、6:2:2の比率になっています。
士官：（下士官＋兵卒）の比率は、日本の防衛白書には陸海空別では集計されておらず全体しかありませんが、日英とも陸海空の比率が同等なので、全体で比較してみます。
すると、イギリス軍が、士官：（下士官＋兵卒）＝18：82 であるのに対し、自衛隊は、19：81 で双方とも1：4 程度であって同等と言えます。
問題は下士官*1：兵卒の比率です。 自衛隊は 63：18 となっており、下士官の方がかなり多いことがわかります。
イギリス軍の統計では、下士官の人数が集計されておらず、これがよくわかりません。
一応調べてみたところ、2003年頃の話として以下の記載がありました。

How many NCOs are there in the Army?
Without access to official documents we can only estimate the number of NCOs in the Army. As of 1st April 2003 the Regular Army establishment comprised approximately 110,000 all ranks (excluding 3,800 Gurkhas). There are around 12,800 trained officers and 83,500 trained soldiers, including NCOs. The Regular and Territorial Army have 192 major units and the size of regiments and battalions vary. The ratio of officers to NCOs to other ranks is variable depending on the unit concerned. An armoured reconnaissance regiment has approximately 32 officers and about 229 NCOs in an establishment of 405 personnel in total. An infantry battalion has an established strength of about 750, and approximately the same number of NCOs. A military provost company, in which all soldiers are NCOs, will only have two officers. A Royal Electrical and Mechanical Engineer unit will again have a very high proportion of NCOs because of the technical nature of their role. In general terms it is estimated there are probably at least 40,000 NCOs in the British Army.
陸軍のみが対象となってますが、士官12800人に対し下士官＋兵卒は83500人おり、そのうち下士官は少なくとも40000人程度だとあります。米陸軍でも士官以外の下士卒の約半数が下士官だそうです*2。
そこで陸上自衛隊137,850人を英軍と同比の士官：下士卒（15：85）比と仮定し、（曹＋士）で11.7万人（推定）をしてみます。このうち半数が下士官（曹）と兵卒（士）が 1：1であるとすると、陸曹は 5.9万人、陸士 5.9万人 が米英軍と同比であることになりますが、実際には自衛隊全体で、士は4.3万人しかいませんので、陸上自衛隊では曹＞士であることがわかります。
航空自衛隊や海上自衛隊は下士官が兵卒よりも多い傾向がありますが、それを踏まえても陸上自衛隊の兵卒は最大で3万人程度でしょう。すると、陸上自衛隊の陸曹：陸士 比は、8.7万人：3万人で、概ね 3：1 ということになります。
これではさすがに自衛隊の下士官の数は多すぎと言え、イギリス陸軍のように士官：下士官：兵卒を 1:3:3 か、せいぜい 1:3:2 にするのが構成として実用的でしょう。
すると、幹部の人数を変えないと想定すると、陸上自衛隊の幹部：曹：士 は 1：3：2〜3 として、4万人：12万人：8〜12万人 となるべきですね。
あるいは陸自全体の人数 14万人を変えないとする場合、幹部：曹：士 は、2万人：6万人：6万人、あるいは、2.3万人：7万人：4.7万人 となるべきです。
いずれにしても陸士は4.7万人〜12万人が必要となり、現状の3万人程度では不足しているといって構わないでしょうね。
