台比間の紛争に関して
2013年5月9日に台湾とフィリピンが互いに自国EEZと主張する海域で、フィリピン沿岸警備隊が台湾漁船に発砲し、船員1人が死亡した事件がありました。事件の状況としては日韓間で1953年2月4日に起きた第一大邦丸事件に近いと言えます。
さて、それから2年後の今年2015年5月にもほぼ同じ海域でフィリピン沿岸警備隊が台湾漁船を拘束し、台湾の沿岸警備隊艦艇が急行、台比両巡視船艇が対峙するという事態に至っています。

台灣地區與菲律賓海巡艦艇對峙互嗆互不退讓（摘自ABS-CBN）
據台灣《中國時報》報道，台灣地區與菲律賓海巡艦艇傳出6日在海域“鄰接區”发生對峙事件，菲國海岸防衛隊发言人巴里羅16日證實此事，菲國ABS-CBN電視台同日上午公布此對峙事件中互嗆錄音，雙方互不退讓。
據報道，菲國海防隊第3004號巡邏艇6日于巴丹群島省北方伊拜雅島以東23海里處水域，坐標約在北緯20度51分，東經122度17分，與台灣地區海巡艦艇對峙長達2小時。路透社報道稱，台灣地區“海巡署”官員證實對峙事件，堅稱當時台灣艦艇位于“己方海域”內。
ABS-CBN電視台指出，台灣地區海巡艦先用探照燈照射菲國巡邏艇，根據錄音檔，菲方人員詢問有何意圖，表明“該海域屬菲國疆域，你無權進入”，要求台方確認海圖及坐標位置，台方則回應“這是我們的‘專屬經濟區’”。
台方曾表示即將離開，菲方似乎松了一口氣，不斷道謝，之後发現台灣艦艇並未離去，再次詢問有何目的，台方則重申，“這是我們的‘疆域’，有權待在這，我們不會離開”。
對于台方不理會要求，菲國海防人員一度不知該如何應對，之後集體唱起菲國歌，台艦則在2小時後駛離。

Philippine and Taiwanese coast guard ships challenged each other at sea last week, a Philippine Coast Guard (PCG) official said on Wednesday.
“The Philippine Coast Guard confirms the standoff last May 25 between PCG-Bureau of Fisheries and Aquatic Resources operatives patrolling Batanes area and the Taiwan Coast Guard,” PCG spokesperson Cmdr. Armand Balilo said.
The PCG ship accosted the Taiwanese fishing boat Min Jiang Tsai 6 at 18 nautical miles northeast of Batanes at 6:25 p.m.
The Philippine ship was towing the fishing vessel when Taiwan Coast Guard 118 appeared and blocked their path, Balilo said. The Taiwanese coast guard then demanded the release of the Min Jiang Tsai 6.
After a four-hour standoff, the PCG operatives released the Taiwanese fishing boat—reportedly upon instructions of the BFAR.
Balilo said they were not privy with the negotiations.
“Ang feedback sa ’kin, in-order-an sila, nagpaalam sila sa BFAR na i-release tapos ’yung BFAR yata ang nag-decide na i-release sila,” he said.
The incident took place amid efforts of both economies to work on their differences in their overlapping marine economic areas.
In 2013, a Philippine coast guard officer killed a Taiwanese fisherman believed to be fishing in Philippine waters. The incident sparked outrage in Taiwan.
On May 7, another Taiwanese fishing boat was intercepted by the PCG near Yami Island in Batanes.
最初の報道では、2015年5月25日の台湾巡視船CG-118とフィリピン巡視艇MCS-3004の対峙について述べられていました。ちなみにCG-118は全長60メートル以上あるのに対し、MCS-3004は30メートルほどしかありません。
ところが、フィリピン上院決議1391号（2015年6月8日）によると、5月7日にも対峙事件があったようです。

WHEREAS, the Constitution, Article 2, Section 5 provides: "The maintenance of peace and order, the protection of life, liberty, and property, and promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy";
WHEREAS, the Constitution further provides, in Article 2, Section 7: "The State shall pursue an independent foreign policy. In its relations with other states, the paramount consideration shall be national sovereignty, territorial integrity, national interest, and the right to self-determination";
WHEREAS, various media sources in June reported that a standoff recently broke between operatives of the Philippine Coast Guard (PCG) and the Taiwanese Coast Guard near Batanes;
WHEREAS, the news quoted PCG spokesman Commander Armand Balilo, who said that the standoff started after PCG persolUlel apprehended Taiwanese fishing boat Min Jiang Tsai 6, at around 6:25 p.m. on May 25;
WHEREAS, the PCG was allegedly towing the fishing boat when Taiwan Coast Guard Cutter 118 appeared and blocked the vessel of the Bureau of Fisheries and Aquatic Resources and asked for the release of the fishing boat;
WHEREAS, according to the PCG, the fishing boat was released after four hours of negotiation, and under the instruction of BF AR officers in the operation;
WHEREAS, the incident was not the first in May, with earlier reports saying that the PCG apprehended Taiwanese fishing boat Sheng Feng near Yarni Island in Batanes on May 7;
WHEREAS, the standoff also brings to mind the May 2013 shooting incident III Balintang Channel in Batanes, which involved the PCG and left a Taiwanese fisherman dead;
WHEREAS, the Philippines and Taiwan are reportedly set to discuss a fisheries agreement, which will include so-called cooperative law enforcement;
WHEREAS, the government must ensure that maritime law enforcers are fully equipped to guard the coastlines against vessels involved in illegal activity;
WHEREAS, at the same time, it is incumbent upon the government to guarantee that such law enforcers follow law and procedures;
WHEREAS, the Congress must intensify existing laws and, in consultation with the Department of Foreign Affairs, consider crafting mechanisms with neighboring countries to facilitate the resolution of disputes;
WHEREFORE, BE IT HEREBY RESOLVED BY THE PHILIPPINE SENATE to direct the proper Senate committee to conduct an inquiry, in aid of legislation, on the report that the arrest of a Taiwanese fishing vessel in Batanes led to a standoff between the Philippine Coast Guard and the Taiwanese Coast Guard.
フィリピン上院は一応、既存法の適用や外交努力による調整に言及してはいるものの、対応する立法措置に賛同しているようでフィリピン政府は安倍政権に似た動きをしているのかもしれません。
ところで、フィリピンと台湾が武力衝突した場合、日本はどうするんですかね？
バシー海峡が戦闘地域になった場合、安倍政権の戦争法案に賛成する連中にとって大事な大事な“南シナ海のシーレーン”が脅かされるはずですが。
